Local Government Ministry has set in motion an ambitious plan to create about 1 million jobs within the next 100 days by harnessing quick wins through stalled and pending projects in the country’s various constituencies.
These include the building of roads, clinics, dams, sports centres and other such infrastructure.
Speaking during a meeting with various local government officials, permanent secretary in the Ministry of Local Government George Magosvongwe said it was now time for people to work up and start reviving the country.
“We have to wake up this administration that had gone to sleep that’s why we have graduate students who are going nowhere.
“We ended up with a deteriorating social and economic environment,” he said.
To change the situation Magosvongwe said each district will be mandated to resuscitate any stalled projects through which the jobs will be created.
“It’s up to the various District Administrators, Provincial Directors and other officials to take ownership and devise ways to fund the projects and complement government efforts,” he said.
Magosvongwe said they will be benchmarks and targets, following-up officials and holding them to account.
Among some of the interventions envisaged to circumvent funding challenges include the creation of Public-Private Partnerships (PPP) and sharing ownership with funders.
“The Indigenization law has been amended and the 51/49% stipulation is now for diamonds and platinum only elsewhere we can negotiate,” he said.
However various officials expressed apprehension about the practicality of the drive in the face of the current economic challenges and an absence of funding for big infrastructure projects.
The move by the ministry is in line with President Emmerson Mnangagwa’s call for the government to focus on service delivery and production and not just politics.
President Mnangagwa has since laid down 100-day timetables for various line ministries to be tallied according to productivity and delivery and requiring ministers to come up with action plans.
