There was chaos in the National Assembly during Wednesday’s question and session as MDC-T legislators demanded that Deputy Speaker of Parliament Mable Chinomona inform the House as to who is now the leader of government business following a Cabinet reshuffle last week.
Vice President Emmerson Mnangagwa was the leader of the house by virtue of being the Minister of Justice, legal and Parliamentary Affairs, a position which is now being held by former CIO boss Happyton Bonyongwe.
Raising the motion which, however, sparked chaos from Zanu PF legislators who wanted to stifle the matter, Glen View North legislator Fani Munengami said it was important that legislators be made aware of the new development so that they can know where to direct their questions.
“Madam Speaker we need to know who is now the new government leader of business in the house after a new minister was appointed to the Justice, Parliamentary and legal affairs,” said Munengami.
In her response to the question, Honourable Chinomona told protesting Zanu PF legislators that Munengami has a right to know, adding that Parliament was still waiting on President Robert Mugabe to make the official announcement.said the Glen View North legislator has
“Honourable Members the MP has a right to know, it is true that being appointed to the Ministry Of Justice comes with duties of being the leader of the house however, we are still waiting for the Head of State to make the announcement, as of now you can direct your questions to incumbent leader Vice President Emmerson Mnangagwa,” she said, said.
VP Mnangagwa was allegedly stripped of the ministerial position during the reshuffle in a bid to clip his influence over MPs and his power in the divisive Zanu PF factional fight which has threatened to break the revolutionary party.
According to Veritas Bill Watch dated the 25th of October 2017 Happyton Bonyongwe as Minister of Justice, Legal and Parliamentary Affairs he will probably become Leader of Government Business in Parliament, taking over from Vice-President Mnangagwa.
Bonyongwe is not an MP but he is a qualified lawyer and before his recent appointment he was the Director-General of the Central Intelligence Organisation, a department in the Office of the President and Cabinet.
Mnangagwa is allegedly leader of faction called Lacoste eyeing to take over from the 93 year old Mugabe.
