Harare City Council (HCC) Acting Town Clerk Josephine Ncube is in hot soup after she defied council orders which prohibited her not to interfere with council business while on suspension; it was revealed last week Thursday during full-council meeting. Ncube’s suspension letter which was also copied to the Minister of Local Government Saviour Kasukuwere prohibited her to visit Town House.
HCC suspended Ncube without salary pending investigations last month following a Local Government audit report which unearthed that the executive at the financially crippled local authority were still receiving hefty salaries and allowances.
Business during the monthly full-council meeting was suspended after Acting Finance Committee Chairperson Luckson Mukunguma moved a motion calling for the nullification of all committee reports which were signed by Ncube while on suspension.
“Considering the submissions that have been put forward pertaining the suspension of the acting Town Clerk who happens to report on duty, attend meetings, happens to sign reports, I don’t think this council can consider such reports as reports that are authentic. So I propose all the reports that were signed by the Town Clerk who was on suspension be not considered by this council”, Mukunguma said.
Mukunguma urged council committee to reconvene this week so that the minute can be considered as authentic. Zanu-PF councillor for Kambuzuma Samuel Chinyowa objected Mukunguma’s motion citing that not all minutes were spoiled making a proposal to consider those as nullifying the whole committee minutes would drag council business backwards.
Efforts to proceed with business hit a brick wall as Mayor Bernard Menyenyeni ruled for the adjournment in favour of Mukunguma. Kuwadzana Phase 3 councillor Girisoti Mandere called for council to probe into Ncube’s day to day business at Town House while she was on suspension. HCC has since upheld a decision to rescind Ncube following orders from the Ministry of Local Government.
HCC is facing myriad of challenges with a serious employee salary backlog of four to five month.
